silicone burst panels?

new at the blower deal, but changing the burst panel for the 1st time and it had silicone on the edges of the burst panel front and rear side and on all 24 bolts. this std procedure? thanks guys...

 

I always put a thin skin of silicone between the back of the burst panel and the manifold .
I don't know why silicone is on the bolts unless the holes are drilled thru into the manifold.
