I think a D rotor at 90 over is going to win every time. The advancements in roots blower technology have been getting more boost at lower overdrive to reduce the parasitic drag of the supercharger. Depending on the application and rpm but a blower built for Pro Mod generally is not recommended to go over 26-28 over, no matter how bad the air is.

Depending on camshaft and heads, a hot rodded roots and a D rotor at 90 over may be close in boost on the gauge, but I'm sure the D rotor is a couple hundred hp ahead of the roots, if not more.
