    The City if Concord, N.C. votes Monday night to change their zoning restrictions to keep Bruton Smith @ Charlotte to restrict drag racing from his anticipated new dragstrip. Smith's spokesperson reserved the right to take legal action at a later date. The local TV news reporters appeared to be favoring the local people who have bought housing in the neighborhood near the existing NASCAR track. One quote from a local homeowner was reported as saying that "the noise from drag racing will cause my children to have trouble doing homework from their schools". Never mentioned was that the same situation also applies at least three times a year with the major NASCAR races. Some ground work appears to have been started including drilling so as to blast rocks which also caused serious construction delays during the initial construction of the NASCAR track.
