I want to add two additional nozzles in the back of my blower. I currently run all 8 hat nozzles at 42, can I just make the four rear blower nozzles 21's and keep the same total area?

In other words are two 21's equal to one 42?

If you want to keep the area close you need to put 29 or 30s in.
If my charts are still correct a 41 flows .001321
    a 21 only flows .000346
    a 29 flows .000661

Young tuner is correct that it is area you are concerned with and not diameter. I think a 21 or even a 29 is too small of a diameter and risks dirt blockage. If you are just trying to lubricate and cool the blower I would cut back the number of hat nozzles to four and put the four with 42 jets in the top of the blower
