Why is it some billet cranks are fully counterweighted and some aren't.
    Blown alky application.

Do You mean why do some have center counter weights? (8 counter weight cranks) you can buy them ethier way.

I would say its preference, i think center weight cranks are 8 pounds heavier. we have always run Bryant center weight cranks.

A center counter weighted crank is easier to balance, but for a screw blown engine the lightweight crank is a better pick, it will rev faster and get on the blower quicker, that's the reason i think lighter pistons, rods, wrist pins, and rings are more benafical to a screw blown motor's success or failure, than to a roots

I thought it was just the opposite but then if it the center weight is gun drilled i think it is lighter
sure felt that way the last i lifted them both a Keith Black no centers and the bryant full weighted ones
