air over hydraulic problems.

    Well need help my hoses started leaking. Bad crimp joints. So had new hoses done. While jacks were collapsed I hooked up new empty hoses. Cycled them a few times and one jack goes up and down. The other goes up eventually as pressure builds. But does not go down by itself. And it can't lift car more than couple inches. If I stand on it it goes down as it pushes other one up. Then that one bleeds down in a couple seconds. What's wrong guys?. Need help.
    Enerpac pa133 air pump.
