I have a new cam shaft, Intake opening and Intake center line are 2.5 degrees off from each other. If the center line is set correctly then the intake valve opens 2.5 degrees late.
    Any thoughts?

Assuming you check lift on the valve:
Are you using the correct valve lash to check opening / closing times?
If opening is late and closing is early, valve lash is my first thought.

I am checking it right off the lifter, lift is correct.

What did the cam manufacturer recommend? To set as per IVO or to set as per C/L?

If you have an assymetric intake lobe design it is tricky to know where your exact C/L is anyways.

I would tend to set the cam as per IVO as a reference, and then go from there.

Also, do you have the same rocker ratio as has been assumed by your cam manufacturer?

No matter where/how you set it, just record that figure as your baseline. A couple of degrees won't make a huge difference until you know directionally which way you may want to bias based upon performance testing.

Has the block been machined to use larger diameter lifters or are you using lifters with a larger wheel than what is commonly used (ie what the cam was ground for).

I have 3 of these cams, The one before this, a regrind, C/L and IVO both were the same.

    Stock chevy roller lifters.
