I have one low cylinder sleeve on my KB Olds block. Could I get away with a shim under the sleeve flange, or should I have a thicker flanged sleeve made to suit? Need to raise one sleeve .008"

    shim under sleeve

Yes works perfect, i had some lazer cut, found stainless steel best. may pay to shim it up thicker than .008 as thats quite thin and could tilt and rip when slipping sleeve back into block.
Fly cut top and redo receiver groove, you may get away with doing this in a lathe while sleeve is out.
